You'd need a very potent or strong logia to actually achieve such a feat. Light sounds extremely good since you can threaten someone on the other side of the world. You can pretty much go around the world 2.5 times in the time it takes for someone to blink. A very good fruit to threaten and kill (if he don't comply) lol.

However, I would personally pick Greenbull's Mori Mori for world domination since we saw that the mere presence of Aramaki can create a forest, forest that he's probably able to control. This will pretty much make for a conquest type of game, advance in the enemy territory while expanding your... DOMAIN EXPANSION. Regressing the earth to it's primal, non humanized, version type of shit. That's also hella scary if you think about it.
