Redon is much more trustworthy, and he said the chapter starts with Kuma flashback following the end of last chapter. Why would Oda just come over and drop the info Kizaru is KO'ed here ? And it makes no mention of Luffy who fell to the ground at the same time too.

TLDR: GOATIK is an attention whore who mixes fake spoilers with real to generate buzz. AKA another run of the mill OP leaker.

To answer your last question, it depends. If the character is show to always resort to a power but forgets in a death battle against someone like BM? It's a nerf. If someone don't use his best ability until he gets his ass kicked enough like Zoro? It's in character.

It's not that hard to understand.

BM used ACoC one time in WCI. When Capone was about to kill her with the kx launchers.

She used it once against Kid and Law, when Kid was about to send her down the hole.
