I think what Garling lacks is special devil fruits/powers granted to the Gorosei by Imu-Sama

The Gorosei may have a unique power granted to them that allows them to do stuff like the pentagram teleportion, and other stuff like the head-exploding thing/

I would really like if he became a Gorosei. Though he would be a huge outlier design wise, the Gorosei actually look like real people(just huge)
