Propaganda is mainly for the lower ranks of the marines, those lower than rear admirals probably.
But for those of higher authority I don't think propaganda is enough to completely control them. Overwhelming Strength is the only option. They know the scary power of the Celestia dragons so the thought of not following orders is thrown out of the window, for the most part at least.
