It's a combination of propaganda and strength.

Propaganda is mainly for the lower ranks of the marines, those lower than rear admirals probably.

But for those of higher authority I don't think propaganda is enough to completely control them. Overwhelming Strength is the only option. They know the scary power of the Celestia dragons so the thought of not following orders is thrown out of the window, for the most part at least.

he's either the strongest or 2nd strongest after imu, and all the plot and love in the world from oda says it.
