Now that I've noticed, the spoilers say that Luffy and Ulti were headbutting each others before Ulti uses her DF, so basically both of them were in base level.

And if you look well, Ulti looks 100% human.

Lol yeah she is kinda in base form too!!
In her hybrid form her hands doesn't like human like. She probably had a equal headbutting with Luffy(CoA).
I can't say if she use CoA aswell, we must wait for the chapter. For sure that is a good feat and she beeing defeated isn't totally right too, we should wait for the chapter overall or at least next chapter.

1- he is a respectable dude

I personally think that he needs G3 at most to defeat her.
Base Form Luffy can defeat Gifters level characters and Below.
G2 Luffy/Red Hawk can defeat Headliners and Low Veteran Level Characters.
G3 Luffy can easily stomp on All Veteran level characters.
G4 Boundman/Snakeman wins over YC level characters mid to high diff.
G5 not revealed yet but it should low-diff YC level characters.
