If Stussy's not dead she's going with Vegapunk, it's been made very clear that she cares about him the most. Not only was the first thing she said after joining the SH's side was asking where he was but she took a bullet for him as well.
Vegapunk is going to the Revos after escaping the island as it established that connection to dragon early in the arc, potentially with Saul if he goes to Elbaf with the crew first
Kuma's memories are either gonna be transported or implanted into S-Bear, OG Kuma, or the ancient robot and that is going with Vegapunk
Bonney will stay with her father as that is her motivation for her character, her enemy is the WG which while it's also the SH's enemy they are not specifically gunning for them right now. The crew's goal is the One Piece. So she will also go and join the revos due to all of her connections to it.
Lucci has made his alignments clear at this point, so has Caribou

But I still think she won't join if she doesn't appear outside of Zou by the time we're at least 1/4th into Elbaf.

You know foreshadowing doesn't have to be 1 for 1 with the character.. Robin foreshadowed lookout, she won't be obviously

What's crystal clear is that Carrot is done, Oda doesn't give a single fuck about her.. And was forced to put her in the narrative by his previous editor because Japanese people generally won't say no to not have conflicts out of respect in their culture..
About as much as Yamato had to, if even that. I haven’t seen the arc yet but Oda has baited fans too much with this that it doesn’t seem likely even without knowledge of the context. Though Bonney doesn’t really have the problems that previous candidates had that ultimately barred them from joining, she’s got the distinct facial appearance and relevance + the significance of her story with Kuma and all that ties into the greater plot. Could be a Revolutionary as well though.
Also another thing to mention, the alphabet pattern is undefeated. I’m not one to push the patterns too hard but it’s literally been unbroken all this time despite all the noise for Yamato last year even she didn’t fit in with it and didn’t join as well lol. And Jinbe took one of the spots lmao, so idk but most likely situation is Bonney playing the role of Law in this final saga as he did in the Yonko saga, making her a defacto crew member pretty much.

If Oda didn't care about her, then why did he leave her answer on a cliffhanger? why put her front center on the cover of volume 105? why drop hints about her?
If Oda simply wanted her to rule Zou, confirming it take the same amount of time he spent making her decline the offer in the first place. It's not hard for him to set it up properly, but he decided not to and left us with a cliffhanger.
Having Carrot rule Zou was simply a way for Oda to get Carrot to think about Pedro's will, while drawing a parallel with Oden and his experience of having to rule a country he had no desire to rule. This is also why, in the 1056 scene, she eats Oden.
