I can get him not having a fruit yet as a reason for not being at his strongest but the bulk of his strength should come from aCoC and haki mastery in general anyway. Not much of a difference other than for fodder control.

Fruits are cool but Kaido was right about haki, which is what explains characters like Roger, Shanks and Mihawk. Whitebeard can do many things that Roger cannot do with his super powers, but when it comes down to them fighting it gets mostly reduced again to a matter of Haki.
