The context was clear that obtaining additional strength for Big Mom would give her the ability to defeat all four Emperors and even Whitebeard (who had an invincible crew, much like Shanks has today). Consequently, he would be a tougher challenge, but he would also be defeated. This is the reason she mentions "EVEN."

The Gorosei, up to this point, have no accomplishments better than Kaido. They literally failed to conquer Wano, a place Kaido ruled for decades, and they fear upsetting him.

Blackbeard may come close to Kaido's level, but his last mention of Kaido was that Kaido was a fearsome monster, and this is considering that Blackbeard already had two Devil Fruits.

It's hard to see these characters surpassing Kaido when they've all praised him before.

Shanks's Haki > Kaido's.

The only thing Shanks is better than Kaido in is haki and maybe speed, but the haki strength is neglible because Kaido's raw strength is just that much stronger.

We know that to be an exaggeration. Whitebeard used the fruit for an extended time and Marineford remained in tact. Whitebeard was said to be the strongest man, Kaido was said to be the strongest creature in history. Blackbeard has both the Gura and Yami fruit, might get a third one.
