Character Discussion Why does Imu-sama, the supposed final villain of One Piece, seem like crap so far?!
Imu is supposed to be the Kaguya/Yhwach of the One Piece arc. Enel was teaser how the final battle with Imu will look like.
Admiral/Yonkou/Top tiers will lose like fodders in front of him since he will be a godtier.
As example Kaido is peak Yonkou lvl but below PK lvl. Teach will be PK lvl+ but still one league below Imu(God tier).
Imu in the end probably is capable to low diff guys like Kaido and co given how most god tiers in the final arc looking like, just see Yhwach or Kaguya.

Do we know the circumstances why Imu didn't kill Doflamingo? Because with one attack, Sabo was on life support. So Imu would have no issues doing the same to Mingo. Plus, he knows about the national treasure and blackmailed the WG. Even now, the WG sends assassins on Doffy's ass.
Sure, Imu could go and wreck Ohara all by himself but again, dude is just acting from the shadows and he doesn't show his presence to the world - canonically.
The WG is the constant winner who wrote history. Imu, as the head of the organisation, might have even lived since the Void Century, possibly killing NIKA. There is so much more than we readers know of.
