He had some Usopp not getting one shot by Kizaru interaction. He clearly had something planned at the back of his mind and could have done much more interesting chapters, but somewhere down the line he completely went off the rails.

The fact that he casually said that Luffy defeated Kizaru and is questioning whether Zoro will also defeat Kizaru gets to show how this is in fact the conclusion anyone should be taking and that calling this a tie is just copium and mental gymnastics pulled by a very specific fandom.
