The only reason why Oda is bringing only him is, just like you said, he's like the only Big meme pirate that still has a plot point that needs to be solved. But Oda doesn't want to make it too overwhelming and that's why he keeps the others down by the waterfall.

Honestly I’d be very surprised if at least Carrot doesn’t fight Perospero. Her sensei literally died in front of her eyes because he had to stop Perospero.
Lol stop being such a powerscaling junkie and look at this stuff from a narrative perspective. Oda isn’t gonna turn his story into DBZ where everyone but Luffy and the M3 are irrelevant fodders. Hell, Carrot beating Perospero isn’t even that outrageous as long as she can use Sulong + she gets some other powerup like Haki during the fight. If it’s Chopper + Carrot vs Perospero, then Carrot can get the aforementioned powerups while Chopper can use Monster Point (which he probably didn’t use the first time against Perospero) and also awaken some Haki.
Also, you guys have got to stop putting so much weight on “Pero negged Brook and Chopper!” It wasn’t just Brook and Chopper vs Pero, it was Brook and Chopper vs a battalion of soldiers, Perospero, and maybe Katakuri. Look at how Luffy was getting trashed by Apoo of all people simply because Luffy was distracted by fighting fodder. How do you know that the same didn’t happen with Brook and Chopper against Perospero? They could have been wiping out fodder, and then Pero binds them in candy while they’re distracted. Or maybe Brook tries to attack Katakuri because he knows that he’s the biggest threat, and then Perospero ambushes Brook while he’s distracted

Do you see this? Luffy was about to go gear 4 against Ulti and yet this person still thinks Nami will fight her, Usopp vs Page One? The same Usopp who couldn't even defeat Trebol, and Chopper vs Perospero? The same Persospero that easily defeated both Brook and Chopper at the same time.

Knowing Oda he will be fed to Carrot to have her perfect revenge for him being the cause of Pedro's death. It's already highlighted in WCI;
However, I would want him to be the wild card in Wano and cause more chaos and not actually fight someone but stir a lot of tension in between. He gave me so much happiness and hope when he showed up in this panel..

Leave the idiot rabbit out of it. She can't defeat even Usopp or Yuen. It's no use someone here come to me with the blah blah blah of Su Long Form,because Pekoms vs Oven made clear that is meaningless how much it increase a Mink's power,as long as one have the proper power and mind to deal with it. In the case of Perospero meet the idiot rabbit again,he must humiliate her and show once and for all that her "greatness and potential" are totally nonexistent,and take the moment for wip her away of existence.
And for all the damned peoples that think of Chopper as a good for nothing,and use his previous moment being subdued by Perospero as a determining factor for his current content,know that Chopper is so capable of grow stronger in short time periods as Luffy,and he can very well pick up a real fight against Perospero currently. Chopper always was one of One Piece's best characters. It's time for lead his greatness for New World's standarts and put an end in this bad reputation he got during last times.
If you disagree,just go burn in the hell.

He murders both Carrot and Chopper.
If Kin'emon is not a scrub ( my headcanon tells me he's acting weak ) then his matchup against Perospero would be fantastic because Kin'emons fire swords technique could bypass his DF.
Other than Kin'emon hmm I don't know maybe someone who hasn't show up at Onigashima yet?
Or Perospero decide to backstab Kaido forces and fight one of the Tobi Roppo? Who knows.
