I think there's gotta be other factors as to why One Piece sales are going down. I haven't seen any other indicators of its popularity waning down in Japan so it's hard to tell.
Wano was lucky enough to happen over Coivd 19 pandemic. Maybe that plays into it. If you knew the japanese, you could easily make a web scraper that grabs anything One Piece off the internet. All you need to do after that is make sense of the data which would be hard.

There is also google trends tool. It is only somewhat reliable for the past 2 years since google made adjustments to data collecting methods. Anything past 2 years seems inaccurate.

Personally, I think covid gave Wano a boost, but nobody really cared about the characters, so the new readers dropped the series. They won't get mad when Oda/editors/PR does something stupid, they just leave looking for something better. Old fans might have been dissapointed and dropped too, but not in significant numbers, only slightly. This means Wano didn't retain new fans and lost a little bit of the old fans. There was also many new voices in this community, regardless of what some people believe, others can enjoy the one piece brand through the community more than the manga itself. Those new voices may have been a bit too toxic hindering the community growth. It might be too early to tell right now, but there is a real possiblity one piece is now worse off than it used to be due to the waythey handled Wano.
