I think he's in the Commander range, just at the bottom of it if we use his manga-feats only. Hypewise, he was fine but yeah, haki wasn't as prevalent pre-timeksip.
Van Auger commended him for putting up a fight and being able to fight without relying on his fruit so I suppose off-panel, he did well but on-panel, he only brought his flames to the table although he atleast continued putting up a fight even with Teach's counter.
I think clashing with Aokiji is still impressive even now and people write it off as simply devil-fruit match-ups but I doubt just anyone with the flame logia is matching an Admiral's attack (Blue Pheasant at that). Drawing with Jimbei and chained Yamato are pretty good feats as well thought nothing ridiculous.
Ace novel and it's manga adaptation definitely add a whole lot more to his moveset and abilities.
Overall, I'd say he was fitting of his title as Commander and his bounty. Randoes with haki aren't handling Fire Fist when it busted through a number of ships and Entei definitely takes out a good number of notable characters. Ace is devil-fruit reliant but Oda chose a pretty boss fruit for him to become adept at.

this only speaks more volume on Blackbeard's strength than it does the opposite. Also black hole pulls ace in with infinite gravity so he wouldn't be able to evade or defend against Blackbeard attacks even if he had wanted to.

Luffy faced an on guard with a stance ready to fight blackbeard. I see the stretches you are trying to make to discredit me. Those situations context are completely different from what I'm describing.
Garp had a moment of weakness. Stop reaching.
Blackbeard stomps with his df. It negates df abilities and its aoe is ridiculous. It also pulls you in. It's not something pre skip luffy is able to deal with even with haki. He can't fly and can't avoid that pull from the darkness
