The difference between him and Luffy is that whereas Luffy’s journey is merely for himself, Dragon has devoted his life to creating a movement that is greater than himself.
As a result, Luffy can risk his life and the lives of his crew to save Robin, Sanji, etc. whereas for the revos, doing something like that betrays the cause.
Ginny knew what she was getting into when she became a revolutionary. So did Ivankov and Inazuma. They are basically willing to forfeit their lives for the movement’s sake.
