Kuma became a cyborg the first year luffy became a pirate when he was 17, so luffy would be 15.

Lining up perfectly with Egghead just being opened since Punk Hazard exploded 4 years ago.

Yeah, It is a surprising event. Cyborg Kuma is all powerful so either a strong pirate saves him or he senses the fruit( would be a weak plot and I personally wouldn't like it but I know its quite probable that Oda does it) and goes back.
But since Kuma knew Luffy was dragon's son at TB, I think this is where Dragon appears and shuts everyone up for being described as a heartless father
