At least Naruto being the chosen one was told to everyone from the start, One Piece didn't assume that its protagonist was a messiah of a crappy prophecy for years.
One Piece always had themes about fate and special bloodlines. Then Fishman Island introduced the elements of prophecy. You shouldn't be in denial like this. The themes were introduced gradually.

It wasnt naruto was actually the one portrayed as the .underdog at the beginning even had a fight themed around chosen ones vs hard workers against neji where naruto was the hard worker

That's when I started to get dissilusionned with the manga, even though I had started reading it recently after watching Marineford in anime. Then Wano arc happened and it was the nail in the coffin.

Naruto had themes of both fate and hard work. In Western cultures, it might be hard to understand but those concepts can coexist in Japanese culture.
Like Naruto only won because of Nine Tails and Naruto also admitted himself that he was a victim of fate just like Neji when he thinks about his Nine Tails curse.
Then there is the element of Indra and Ashura always fated to be in conflict, but Naruto and Sasuke end that cycle by stopping the conflict. I personally think fate and hard-work can coexist and aren't contradictory.

That's what the villagers knew. In reality Naruto was indeed the chosen one. His daddy gave him a pet fox so that he would later learn to control it's power.
