The only fight of One Piece that can have an unexpected result that I can think off is Shanks vs Blackbeard with Shanks actually winning or at least surviving.
Although that might not be unexpected anymore since we got Garling and I'm expected Shanks vs Garling in the final war.
But, I thought it's about Garp and Kuzan. The unexpected outcome. Am I misinterpreting the message? Is Oda suggesting, there will be a complete different fight of 2 people, and we don't know them yet.
Shanks was left out of Roger's voyage to Laugh Tale for a reason. But yes, Buggy will go further, not kidding, Buggy is 100% the most likely Pirate King other than Luffy.

I see your points and you might be right. But I don't think it's necessary that it's about a fight already happening.
Oda first mentions that it will be time for the characters to steal(fight for) "that". Then he says, it's finally time, and then says that "the result of the fight between that guy and the other guy might be unexpected". I don't think it necessarily means that it's a fight already happening like Kuzan vs Garp.
And about "that" I think he means the last poneglyph, not the One Piece. That's why I was thinking of Shanks vs Blackbeard.
Buggy is the most misunderstood character in OP. Alongside Luffy and Blackbeard, he's the most thematically important character in the race for OP.
Judging him by traditional power fantasy rules, his character is misanalysed. He won't ever beat Mihawk or Crocodile in a fight, but in One Piece's world, he's "stronger" than them.
There's a reason people will follow Luffy and Buggy. Yes it's presented as comic relief/gag, but it has a lot of truth behind why people follow Buggy. Oda will never give a scene like this to someone "weak" or "just a joke character"
