So? Kuma was never going to give Dragon’s son or the Nika of legend to the government

all along we thought that scene had hidden meaning that Kuma was serious when he arrived to take Luffy to prison and that Zoro and the crew are the ones that changed Kuma’s mind not to kill Luffy…

No, turns out Kuma was just pranking then and was lying the whole time about supposedly turning Luffy over to the Gov

Are you sure about that?

Kuma wasn't moved by Luffy being Dragon's son, nor by Luffy being Nika, nor by Luffy kicking Moria's weak ass. Kuma was moved by Luffy punching a Tenryubito to protect a fishman.

Luffy reminded him of Nika initially because of how he fights matching the description he had and he had some sympathy towards him for being Dragon's son, but he still went to Thriller Bark to follow orders and decided to test them, nothing has changed about those chapters. In Thriller Bark, Zoro still saved Luffy. Only on Sabaody Luffy made Kuma his ally for real.
