I mean... You have a government that rules the world, what would you think they'd use clones for? Organ donors? Lol he's a stupid clown for not seeing that a manipulative government wouldn't turn it into a weapon.
VP never had a issues with what the clones were going to be use for he wanted to make weapons to fight pirates.
What he never wanted to was Kuma get fuck over like he did but Saturn wanted that.

Vegapunk is smart but at the same time he isn't smart, also at some point the World Government would have eventually forced him to make human weapon soldiers.

Vegapunk is not a perfect character.
Judge can make human clones and use them as weapons .
It not like the WG would have issues if they really want to get hands on clone tech .
I think people also forget that like some marines who know the WG evil as fuck they still think WG is better choice and that also VP.

EDIT should not even said marines but world cause yeah we kill babies to kill roger child okay no problem lol .

Zero comprehensive skills outside of science.

He doesn't need to be perfect? He just has to be consistent - at the start we see he's VERY persistent when it comes to achieving his goals and curiosities through the Void investigations, which is one of the reasons why he's too dumb to realise mentioning clones would result in this.

He bonds with Kuma, but he doesn't attempt a single thing to get the upper hand in the mess he created - it's already established by now that he isn't afraid of WG - instead he whines to Saturn once he already did all the bad stuff he apparently dreaded. Where did his persistence towards his goals and passions go now? He doesn't even attempt anything, that's ridiculous. Worst character since Oden, Oda is struggling with trying to balance him being a "good but stupid guy" who does terrible stuff.

Edit: he's also already established as an absolute genius, and now you're telling me the best thing he could do was preserve Kuma's memories? Lol

What would be ideal here -> Vegapunk actually attempts something because he is that passionate -> fails and gets discovered -> Kuma unfortunately dies anyways -> Vegapunk gets character growth from it

Despite his friendship with kuma and care for bonney his ambition clouds him over his judgment

Even when kuma is about to lose himself he's pushy with the memories bubble reminding him he promised to do so.
His ambition has been shown to constantly overrule his compassion in the name of science

I think you are looking down on Saturn .
The man has been the Warrior God of Science and Defence for decades maybe even hundred of years .
This remind of when people though Elders would not be fighters or ever strong which made no damn sense.
When he tell VP don't try anything he would know i think we should take that at face value and also know they kill VP if he try fuck them over ( which what they now trying to do )

It more like has short time span he spends on thinking about stuff .
Try to save kuma did not work , okay on to next thing .
Which is something we saw which is why he made 6 of him self and one fuck him over .

I agree with that, the issue with it comes that it's contradictory that he runs into a problem he apparently doesn't try to solve with science anyways. We already learned that he abides by his own wishes and isn't just a yes man.

He could easily program a secret command/function which could turn the Pacifista's into Dragon's soldiers
He can do it, he also secretly programmed Kuma to protect the Sunny
So Saturn is not watching over them 24/7

That's often the case with very intelligent people, they don't have "street smarts".

But the way he's been written is all over the place.
I don't think he has. He's consistently been shown to prioritise the next scientific discovery regardless of morality. Jinbe even called him out on it iirc.

and guess what, the problem are people without any sense of morality
