Nobody said Lucci alone, literally says Cipher Pol as whole. Since it was Revo's Baltigo, they probably made an exception to fight an Emperor after Teach was tired of beating Dragon's ass, he got caught offguard by them while was tired.

Anyways, Lakainu ducked Teach 2 times for a reason:
