There is not a single panel there of Zoros swords exuding smoke and black lightning while clashing with King's swords. Everyone of those clashes, has regular hardening on Zoros Swords, while King's swords are the ones smoking.

Awakening aCoC at any moment while he couldnt do it in 48 years and nearing the end of his prime soon

As long as you are a conqueror, you can always awaken ACoC by fighting strong enemies and/or getting hit by a user of that.

I'd imagine all of the Gorosei are equal, be it physical power or political power.

Garps feat is a refection of both DC and AP. King hasn't shown anything remotely close to that level of AP.
