You are missing the point. First yonko deadlock means even if shanks manages to beat Kaido or BM , the other will come after shanks.
RHP can't beat both yonko crews at same time.
But things have changed. Luffy or mihawk won't attacks shanks from behind. They won't take advantage of the situation.
Above things are besides the point. Only luffy will become PK and surpass roger not shanks. Most likely shanks cried because roger told him he that he will never be the one to become PK in future.

Even if Kaido or BM is 100x times more violent than they used be, it won't change anything.........WB bounty would still be above any Yonko.
Bounty represent somebody's "worth" especially ppl of the same rank/status and it's also form of measurement of person's difficulty lvl and power lvl.
Oda doesn't think like average Shanks fanboy of Worstgen user think. He doesn't think "oh Shanks is supposed to be stronger than Kaido but he's a good guy and he's bounty should be lower".
He thinks guy like Kaido is stronger simply that's why he's above just like WB bounty is above every Yonko while being the most gentle being among them.
If Shanks is 100 times more violent than Kaido or Big mom, it doesn't nullify the fact that he's bounty would still be the lowest among the OG Yonko.

Bitchbeard got as strong as he is by stabbing his friend in the back to steal his DF, and then jumping a 0.1% HP WB to steal his DF (and still needed his crew to save his ass). Despite all that, Bitchbeard still needs 15 chapters to beat Law. Shanks got as strong as he is purely through hard work and determination, and defeated Law’s equal in 1 page
