I think a clash is likely, as it looks like Luffy is still down and Sanji is the only one that should be able to react to Kizaru speed without it being retarded writing.
Sanji is top commander level, a clash is fine powerscaling wise.

Don't think the damage matters tbh, really it's the opposite, if he can easily just regenerate an entire limb from a haki punch then it's a huge W for him.

I don't think that's what you said when GB completely regenerated from a Dragon Breath attack, and that was fire against wood: this is a half-dead cyborg punching Saturn .
