The physical condition of the individual is extremely important. Sengoku's decline is clear. The man looks like he aged 50 years. There is no statement of him keeping himself fit, he just chills and chills like Rayleigh did.
Same for Garp the man just lost his grand son in front of his eyes without doing, obviously it left a mark, and the story told us : he retired, was forced to stay to be a marine trainer and help Coby but he wasn’t a Marine anymore, wasn’t a solider.
But he still kept himself fit, that's the major part. Why would Old Rayleigh be in any better condition?
He retired decades ago while Garp only retired 2 years ago. If both declined at the same pace Garp would still be far better off especially because he is slightly stronger in the first place.
And now put the fact that he was physically relatively fit on top of that, I believe it's totally unreasonable to say Old Rayleigh has any claim to be stronger.

Don't hate the truth brother. Kizaru is not the main threat of the arc. He is just a subordinate. The main villain of the arc is Saturn. Kizaru will probably fight fodders like Zoro or Sanji
