All top tiers are shown to be much more powerful in every aspect compared to yonko commanders. This is true in the manga consistently.
However durability is the only exception. We've seen top tiers have equal durability to Don krieg and we've seen top tiers with durability that far exceeds anybody shown.
But across the board. Everything else has a baseline. You need to be a certain level to call yourself a top tier. Yes they vary in specific categories but they all have reached a certain baseline.

It was impressive that sanji stopped it. I don't see doflamingo stopping this attack even is he used his ultimate. Doffy is considered fodder in the presence of top tiers. Saturn is a top tier.
Do you think doffy could stand up in physical strength to Shanks? Or aokiji? Fujitora? How about big mom? Could even katakuri or king?
