Given some of the rulers we've seen in one piece Carrot is practically jesus level.
It's Oda's way of pushing the new generation, an old Mink doesn't fit. Minks don't need much governing from what we've seen anyway, Carrot will essentially lead the military operations which she still doesn't exactly qualify for but she almost certainly has the most potential.
She should have joined the crew instead of Jinbei though, get that old bastard out we need fresh blood.

The only criteria seems to be having explored the rest of the world for a few days 🤣 but at this point at least until she's older and more mature she's just a figure head the musketeers, Wanda and many of the other minks will be her royal advisors. One day Carrot will be the strongest Mink to ever live and have the regal air of a queen I like to think if Pedro didn't blow himself up for no reason he'd be sitting on the throne right now

Momo had the required upbringing at least, lineage, and in Wano showed some leadership moments here and there. And most importantly, the buildup.

Well Momo is more of a bloodline thing the oldest male heir takes the spot and since he has no known family outside of his sister and grandpa there was no one else to take the mantle also him becoming shogun was what his entire story arc was building up to
