The past is about to repeat itself. In Enies Lobby, after the Buster Call was triggered, Cipher Pol 9 was defeated, and left to die by the WG. After escaping, Spandam blamed them for the failure and destruction of Enies Lobby, and Marines were sent after CP9. While eventually they rejoined the WG and joined CP0 during the Time Skip, for a period, CP9 was wanted by the WG/Marines.

Well, where are we now? Kaku is down. Lucci is going to be down soon since he's fighting Zoro. What happened to CP9 agents who failed or were defeated? They were either arrested, or killed. So, is it fair to assume that CP0 works the same way?

If Lucci and Kaku fail here, guess what Saturn is going to do?

That's right; leave them to get Buster Called like the "insects" they are.

I COMPLETELY FORGOT the government just arrested or killed CP9 who failed. Even if Saturn doesn't order their arrest/murder, once he sees Stussy is a traitor, and Lucci and Kaku are down, he'll leave them to die.

Just like before, Lucci and Kaku will get Buster Called by the World Government, but, this time, they won't rejoin them.

Then, they get teleported to Wano Act 4 to finally witness the reveal of Pluton, since that's how CP9 was introduced, searching for Pluton.

I'm not sure if this will lead to Lucci becoming an ally, but it's a definite pathway. I could see Luffy telling Zoro to save Lucci and Kaku from the Buster Call, leaving Lucci in a Alabasta Smoker situation.

Smoker and Luffy were captured, nearly died together, then Luffy had Zoro save Smoker, making Smoker finally accept that Luffy wasn't his real enemy. Lucci won't become an ally this arc, IMO, but something will stop him from being an enemy and open up that pathway.

I like that chain of events. In return, I want to share my headcanon (I derived it from the results of my analysis. But they are still theories - So I probably should not have written them down here. But ... oh, well):

Shaka is revealed to not be dead. The SHP's and Vegapunk are on their way fleeing the island. Until Kizaru rushes to either kill Vegapunk or tries to prevent everyone from fleeing. This is the moment a vampirised Lucci (He was bitten by Stussy) forces himself between Vegapunk/the SHP and the admiral and prevents the latter from reaching his goal. With that help, the group makes their escape.
Almost able to leave, the SHPs/Vegapunk look back at Egghead from afar and see a defeated Lucci being apprehended by the WG. He is to be executed immediately and Luffy sees that. Shaka looks also back and sees his brother Lucci there about to be killed. Shocked, he takes off his helmet and we see him just looking like Lucci underneath. Kaku protests that they have to help Lucci, because he was and is like a brother to him. He cannot do anything, since he is injured, but pleads for someone to help his big brother. Luffy understands their fellings very well and gives the command to head back and free the former CP0 agent.
Lucci is not happy that everyone turns around and tries to save him. He yells at them to flee, since he has found peace in the fact that he will die here. And for the greater goal of saving his two brothers and father, Shaka, Kaku and Vegapunk, he is ready to make this ultimate sacrafice. We get to know that he is used of being perceived as evil, and that everyone sees him as a devil/weapon. He himself just wishes for peace, since in his childhood he followed his clone-fathers dream (Vegapunk is his father) of acquiring peace everywhere - this is why he was cloned, to be a soldier for peace.
Stussy gets up and tries to backstab the group. Heaving, she tells them that she is angry at Lucci, because he knew she was on the WG's side all along and therefore has attacked Vegapunk. Lucci, knew, she needed to save the Stellar, because if the Stellar had died, Punk Records would have died with him. This is why she pushed herself between Lucci and Vegapunk. Lucci banked on her interference and this way, got her out of the way. Stussy tries to make it harder for the SHP's and Vegapunks to head on, before someone stops her.
The group approaches Egghead again and enter a battle with the marines. Here, we see the 9 VA figthing the SHPs and Luffy, Shaka and Vegapunk try to reach Lucci. Luffy is reminded of Marineford and envisions that Lucci's scar on his back turns into the symbol of Whitebeard and that Lucci's tattoos turn into the letters "A S C E". And suddenly Ace is sitting there instead of Lucci, waiting for his execution and his brother to save him.

It motivates Luffy, since he wants to prove himself that he can save the persons, who are dear to him. He engages Kizaru again and fights him. Ultimately, Lucci is being freed. Kizaru attacks Shaka and Lucci throws himself before his brother to save him. Luffy sees that and is reminded of Ace doing the same for him back in Marineford.
With foresight, Luffy is able to avert/block the attack that was aimed at Lucci. And while Lucci and Shaka are able to escape, Luffy starts fighting Kizaru in earnest, telling him that nothing is more important that his friends and family.

Insert one or two flashbacks of Lucci's past and the small time skip somewhere in that plotline and you have my headcanon for now.
- First flashback is about Lucci, Shaka and Vegapunk, who are having problems with pirates. This is why all three of them do not think so highly of pirates.
- Second flashback: During the time skip we see how Chopper discovered that Shaka was Lucci's brother, as he takes off that helmet, while he tends to Shakas head-wound. We also see, how Lucci and Luffy get along and how well Lucci maneuvers the whole crew through all that had happened a day prior. We see that Lucci is a great strategist/chief of staff and thinks of a plan to flee from the island.

At the end, we either are informed that Luffy had asked Lucci to become a SHP or that Luffy asks him after the battle has ended to join him. Lucci accepts. End.

Pretty much yeah that, And iirc something gotta happen with that Under Wano and Pluton stuff... So either way it's gotta have a continuation, Quite possibly BBP some how take it, leading to Yamato pursuing which then lands her close to where the SH's are... (a what if) /shrug

Imo the pluton stuff is Yamato's dream if she joins, to open Wano's borders. So that would be endgame, possibly in the final war.

I'm iffy on that one tbh. But it's ultimately up to Oda. Yamato does need a serious enough Dream to be competitive enough if you know what I mean, even if Choppers, Usopps and Brooks aren't the most worldly (at least imo).

that's the consensus that I've been seeing, even from people who were initially against her joining

I think that's the best part of post-arc clarity, now that the character isn't in the arc and people cant wank or shit on every panel they're in its easier to have consistent conversations about the character's chances

hated that everyone just either wanted to be right or wanted to win an argument, I've even come around to believing Carrot has a chance of coming back and joining given how things were left off with her
