Yes it is. Racism comes from scientific racism, a pseudo scientific theory, that state that people can be divided into races, that was used to theorize the "hierachization of races" and later justify slavery and the oppressions against people of color.
Systemic racism became racism which became a system of domination against people of color that justify and enforced lots of laws and reforms that contributed in the oppression/deligitimization of people of color
Racism as "prejudice because of the skin color" comes from that. A system of hierachization and domination of people of color.
This is why individual racism that is a reactance against that specific system of oppression is less important to takle as a problem than systemic racism which is the real source of prejudice.

No. Fiction is an amazing tool to analyse social behaviors as fiction is an open windows on social behaviors of our societies.
Saying that we shouldn't use fiction to understand human behaviors and how we percieve them is no a really bright thing to say.
