It must be Mihawk.

Oda accidentally made Zoro stronger than Mihawk when he had Zoro beat a Yonko commander.

Mihawk could not beat a YC5-3 Vista without using his absolute maximum power. What's more, Zoro can just barely use ACOC for a few seconds before needing a nap, and we all know Mihawk does not have the disposition of a conqueror.

So Oda must have realized that he can't save Mihawk anymore or fans will be disappointed when Zoro one shots him.

Mihawk is coming now so that we can get a somewhat satisfying duel while it's still believable.

The reason he won't duel Shanks anymore is that they would always arm wrestle with their right arms(Mihawk's a rightie but Shanks is a lefty), but ever since Shanks has had to use his right arm more and made it stronger, Mihawk is too scared to compete with him anymore
