Currently, Usopp is only a low tier. However, we know at some people he must become at least slightly stronger than his father, Yasopp, so this begs the question of how strong is Yasopp. Well, it’s heavily implied that Yasopp is one of Shanks’ top 3 commanders, along with Roo and Beckman We know that Beckman is Shanks’ strongest commander, so Yasopp is either the 2nd or 3rd strongest commander. Let’s just assume that Yasopp is the 3rd strongest, which would put him at minimum at YC3 level, but maybe higher due to it being implied that Shanks has a higher quality crew to make up for his lack of an army. So if Usopp is currently a low tier in the middle of Wano, then won’t he have to get stronger in a fairly short amount of time in order to surpass his father? Luffy is obviously gonna meet Shanks again before he fight BB for the title of PK on Laugh Tale, and logically this would be when Usopp meets Yasopp and proves himself to be stronger, so Usopp can’t wait til the Laugh Tale arc to reach Yasopp level. Based on Oda saying that he plans for One Piece to end in 5 years are the start of the Wano arc, then this suggests that there should really only be 1 major arc after Wano and before Laugh Tale, with that island obviously being Elbaf. We already know that Usopp has an admiration for the giants, and he will likely get special treatment during the Elbaf arc, especially because it is his dream to become a brave warrior, which is basically what the giants represent. So imo I think it is very likely that Usopp will achieve his dream of becoming a “brave warrior of the sea” by the end of Elbaf, and he will prove himself by showing that he is superior to Yasopp, just like how Luffy will prove that he is a great pirate to Shanks by showing that he has surpassed Shanks. So if Usopp is poised to be YC3 level at least by the end of Elbaf, how strong should be be by the end of Wano? Imo Usopp should get a power up in Wano (maybe CoA or improving his CoO) and prove himself to be low Vet level by beating Page One, the weakest Flying Six.

The fan in me wants usopp to end Wano quite strong. The realist in me knows that no sniper has ever been portrayed as powerful in One Piece. Deadly, yes, but powerful not at all.

So I sadly don't have much expectations for Usopp anymore (or most SH for that matter)
I mean Yasopp pretty much have to be YC3 at the absolute worst, and he seems to just be a pure sniper like Usopp. Also something that people don’t factor into power scaling much is intelligence. Someone could be physically weaker than someone else, but still be on the same level or stronger than them because they can use their intelligence to win fights. This applies to people like Nami and Usopp

Snipers are not really strong in One Piece. I mean, Van Augur and even Yasopp doesn't seem to be strong. They can probably one shot most fighters of course - from a distance and with the advantage of surprise, with Haki and whatnot, even someone like Katakuri can't avoid it, for instance. But it makes them almost impossible to evaluate in a 1v1 fight.

It’s a unique fighting style in OP because it doesn’t rely much on physical strength like most other fighting styles, but that doesn’t mean that snipers aren’t strong in terms of overall power

he's not making any significant jump in power by the end of this arc....will he be a badass and have some big moment(s)?... defiantly, but i dont see much time for an him gains massive strength unless its a blatant ass pull. And i have to disagree with anyone that thinks usopp eos is high tier or top 20 just doesnt feel like his role in the story..just my opinion tho

It's hard to even tell anymore. He was given Observation Haki back on Dressrosa, so that's something that Oda can potentially have had him working on off screen over the course of the last few months. But it seems at this point Oda has put any kind of strength progression of the Straw Hats outside of Luffy on the back burner. Oda needs to do something soon though because EoS is fast approaching, and if he doesn't, then the Worst Generation might just end up being the ones to steal all the spotlight from the Strawhats outside of Luffy.
