This is really the simplest argument you can make about this arc. Kizaru is entirely suited to fighting Luffy, and has been for multiple chapters. Saturn hasnt even been touched by Luffy, and so far Saturn hasnt shown any level of hand to hand combat that even complements Luffy's fighting style.

Maaaaaybe he has a hybrid where he fights hand to hand or something, but even now with his unexplained powers (preventing people from moving, healing and his eye shot thing) dont really do anything that makes me think "yeah these 2 can fight and it look cool".

On the flipside, Luffy vs Kizaru HAS tons of potential that I hope Oda will capitalize on now....
