Being Top tier doesn't mean your stats are above
G3 will send most top tiers back even if they block. A clean g3 will badly hurt them.
Some high tiers might lose to g3 gatling even

It's not that Luffy is weak, its just that Cracker, Kata, Yamato are more impressive physically/skill wise than Fuji Doffy and Calamities who wouldn't counter g3 as easily as those 3 did.
