It's funny though. Oda keeps giving Zoro opponents who use swords, but are stronger without them ever since we moved into the New World. Swordsmen have actually been downgraded in post skip. Zoro can't even find a proper Swordsman to fight in the Strongest sea. Not even in the Country of Swordsmen.
Kaku is the Swordsman of CP-0, and Oda gave Zoro, Lucci for his Egghead fight. Dude legit has to fight non Swordsmen in order to get a proper challenge.

And the strongest among them dont have DFs because they are a downgrade.
Because >haki conquers everything, they have no need for inferior way of combat - DFs.
Also, Zoro is getting all kinds of opponents in order so nobody can say, he is stronger than swordsmen only.
The amount of possible excuses shrinks more and more as Zoro cuts through all kinds of fighters.
The reason why Zoro couldnt find proper swordsmen so far is because all proper swordsmen are top tiers in the end game.
From here on out, proper swordsmen are all that awaits us.

Gorbaciov but if one day we get Figarland knowing, meeting and addressing Imu in a rude/friendly way then he is him, or at least stronger than the gorosei. The problem is that the gorosei seem almost like an extension of Im and that is what they probably are if the alien theory is true (and if they all are aliens then they for sure will trust humans less than their species).
Rankwise equal, powerwise comparably powerful, similar to admirals being close to each other. Absolutely speaking, Nusjuro is the strongest of the five I assume, since he will be mapped to Zoro, who always takes the second strongest. If Luffy takes on Imu, who would take on the Gorosei who is stronger than Zoro's opponent? Unless it's someone outside of the strawhats but that would break the usual dynamics.

Five Gorosei represents Five Seas like symbol of WG: South Blue(technology) - Saturn, North Blue - Sanji's grand father, East Blue - Warcury. West Blue - Mars and NusJuro - is Grand Line. Also this is not me coping, meaning of WG symbol was explaned in manga and anime.
