Lucci is a bum but from the reader's perspective he's right.

Oda has always done this though, he has Luffy receive a bunch of help like against Doflamingo and then writes as though he's on or above their level in the next arc. So for that reason, I still have Luffy in the emperor bracket but definitely on the lower end like Mihawk.

This is a measure adopted by Lucci to circumvent the fact that he cannot attack a Yonkou without permission...
If he doesn't consider Luffy a Yonkou (a method adopted by him), then nothing prevents him from attacking him.

Lucci's action is not difficult to understand.

The opening doesnt happen if Luffy stays with the crew unless Kizaru shows up to where they are.

Eh, I think you are messing up the timeline a little. Marines arrive and the negotiations happen, Lucci starts sending info, the escape plan is made and for that Franky, Luffy, Lilith and Bonney go to transport Sunny. Kizaru arrives and starts fighting Sentomaru, at this time Luffy and co are already away from the rest of the group and Luffy senses Kizaru. Kizaru beats Sentomaru, gives new orders to Pacifistas and then bypasses the laser barrier, at this time Luffy and his group are transporting Sunny. This is when Lucci makes his move and is then thrown outside by Zoro after which/simultaneously Luffy and Kizaru engage.

If Lucci was just waiting for Luffy to leave then there was quite a big window of opportunity. He already knew that Kizaru had arrived and Luffy was already away for the transport and then Kizaru fought Sentomaru too and after that when Kizaru bypasses the barrier does Lucci make his move but this is before Luffy engages in battle with Kizaru.

What I am trying to say is that Lucci not striking earlier was more due to not having Kizaru as backup rather than Luffy not being there. We already know that even when Luffy was present Lucci was still prioritizing targets and not stopping in his attempts to kill the target (Sentomaru).

This lasted up until they met again and Luffy told him straight to his face that he cant bear him and Lucci didnt argue that fact.

Why Lucci didn't recognize Luffy as an emperor level after his clash against him ? then we can answer your question .
Well thats the thing, when that panel of Lucci happened back then people memed on Lucci for being a sore loser. Basically his pride wont allow him to recognize Luffy as an Emperor, he was being a bit salty about it was my take away. This was way back then by the way, before we knew he would fight zoro and my opinion of it didnt change so you should know that my words arent being controlled by anti zoro agenda or whatever. I do love Zoro and Im sure once we get the focus back on him he will just make short work of Lucci if he didnt already. So for me all this gassing up of Lucci makes no sense but whatever lmao.

Also to add to this, there is the panel I posted in which Luffy told Lucci that he cant beat him and Lucci didnt argue against it. There is the fact that Lucci only started acting up and attacked Vegapunk once Kizaru and Luffy started fighting, IE when Luffy left and gave him an opening.

To me, all these together mean that yes Lucci recognizes Luffy's strength but he is too prideful to verbally say it if you get what Im saying.

It's meant to show Lucci's pride and stubborness, that he hates Luffy so much he would disobey protocol and attack him anyway.
