The thing with them are, they're actual villains.
They have reasons to be ruthless, and even when they don't, they get their comeuppance for it.
BB betrayed Thatch and the whole crew, and Ace went after him and burnt him multiple times, and then Whitebeard whooped on him for it as well, and we know that soon enough he'll get decked by Luffy and probably die a terrible death.
Kaidou and Orochi stole Wano from Oden and the others, and abused and molested (though it seems Orochi and his goons did the bulk of that) hundreds of innocent women and what not, and this ended in them getting jumped by the Samurai-Pirate-Mink alliance and killed in some really ironic ways.
Meanwhile, Hancock is supposed to be a good guy.
We're supposed to like her or at least not hate her as she helped Luffy a lot, and she was tortured by CDs as an adolescent, but this doesn't excuse her to kick the shit out of animals just because she can.
A hero should never exhibit villain behavior frequently, especially without good reason.
