Lucci does not take orders from Spandam, he calls Lucci boss.

Clearly something happened during the timeskip where they got their jobs back and Spandam and his father lost their bid on controlling cipher pol because they got promoted to CP0.

I have no issues with with that stuff, my bigger issue is Lucci seemingly being a good guy to regular citizens during that coverstory, but I guess he just has zero remorse for anyone against the WG.
