No we can't. There is nothing on manga that says he gets 3x stronger. The same about swords. The pound cannon attack is just stronger because he is doing more slashes. If he somehow slashed twice with 1 sword would be the same as slashing once with 2 swords.

He stated that Shusui made his attacks stronger. It was a heavy sword. Black blade. My theory is that Shusui was the same grade of Wado before being black blade and became the same grade as Yoru after being black.

Again, the only thing that changed about 1010 Luffy was that he learned to coating his attacks with CoC making those thick Black Lightning.

There is no strong CoA thick Black Lightning representation at all in manga. All the users with it are said to be using CoC coating.
