I think they’re allies and not necessarily part of Kaidou’s crew. I kno they fit the card theme, but remember that Doffy also did. Plus if you put them between the Calamities & Flying Six, you’d either have to bump the Calamities higher or push the Flying Six lower. Neither of which make sense to me personally.
