He should fight all the top tiers he can but in the end he has to prove himself against Zoro. 
When Zoro has defeated someone relevant or even remotely close to the top tiers he could start thinking about dreaming about being close to Luffy.
For the time, he gets the cat.
Nah, Zoro will have defeated 1 top tier by EOS, PostHawk, while Luffy has already defeated the World Strongest Creature and is now fighting a Gorosei and an Admiral, another 2 Top Tiers.
