What if that's why Magellan is placed in Impel Down? It's just as much about imprisoning him as it is him imprisoning prisoners, the Gorosei want his power under lock and key.

That's why they didn't allowed him to retired from Impel Down even if he is no longer the leader of it.

Well he is also surrounded by guards and ships that he doesn't need. Testing for poison is just something kings throughout history have done, symbolic rather than serving any use.

The theory is plausible, but I don't think it's likely. And while I have no problems believing Magellan is admiral level (he certainly has a more deadly fruit than any of them), I don't see why he would be relevant for anything more than Shiryu at a stretch.

Luffy hit Magellan with a greater attack than he hit Garp while possible holding back for being his family.

We can argue that Magellan didn't had any kind of haki to prevent or endure Luffy attack. Or even CP9 techniques. We can't say that about Garp though. To say that he didn't resisted is headcannon. All we know is that he let himself get hit and couldn't hit back.

One Piece character are often more vulnerable when they don't put up any resistance. Magellan was fighting normally.

Then we have Luffy not even protecting himself with haki to Sanji attacks and Sanji had to go all out against him
