Gyou'un and Chougaryuu is still to this day the strongest combo of number 2 and number 3 bar obvious exceptions such as Kanki/Ousen for Mougu or Ouki literally having a GG caliber rhm
They've got little competition if you ignore outliers, I agree.

Ren Pa got Kai Shi Bou and Kyou En, both of whom have fought multiple 6GGs, and Kyou En even fought against Ren Pa before he joined him.

Ou Ki also had Tou and Roku O Mi as his top two vassals. Years prior to that, he may have had Tou and Kyou, which as absurd as Mou Gou's situation. Granted, this would've likely been before Kyou came into her own.

I would say that certain combinations of the Heavenly Kings can compete.

SSJ and BNJ maybe as well

I bet Tou was also decently weaker back when he and Kyou were in the same army

I always got the vibe he was younger than Ouki by a few years

SSJ is resourceful, and he has the intellect, but I've not seen enough from him as a general and/or strategist to put him up there with some of the names mentioned.

His role in the Ri Boku Army is really more so as its fixer. He does whatever, whenever, wherever - so long as it suits Ri Boku's needs. He's sharp and versatile in general, but he's not an impressive general so far.

Initially, my guess was that Jiaga > Ri Shin and ShibaShou were equivalent to Moubu, Man'u, Kanmei levels. But from what Team Seika has shown in battle so far, there are many reasons to confirm Shin~ShibaShou, even if he loses, Shin can still seriously injure Shibashou.

Investing in Seika stock was really a mistake.:josad:
