Kaido's role in this entire arc is pretty easy. He's the big bad bully that acts as Orochi's bodyguard, defending all of Orochis crimes to the Kozuki family and country of Wano.
I don't know why it has to do anything with Power scaling when you point out the fact that Orochi was the active villain of the past 75 chapters.
Kurozumi Orochi is the best written character of this arc, Oda has done a great job with him.

- Snuck in a spy in Oden's ranks, leading to his downfall
- Stolen funds of Oden to actually bring Kaido to Wano
I Could go on and list all the things that makes Orochi an active, interesting villain of this arc.
Kaido is strong and he's in Wano....that's about it. He's rarely given the chance to speak, make us understand how he thinks, what his motives are etc.
Oda, so far, has done an absolute terrible job with Kaido this arc and i fear that with Yamato it just gets worse.
It's a proven fact that during the Oden FB, Oda created contradictions with Kaido's character on several occasions.
