Roshi was also 100% weaker too. He only won cause his legs were longer, but Goku's stamina was absolutely nuts. In a no holds barred fight, I think Goku takes it.

And we never really see a weaker but more skilled fighter win.

Tien going from Crane to Turtle was nuts. It's maddening such a cool character got dropped in the Saiyan saga lmfao.

Yeah but there's a big difference between'em, barely any of the cast has anything to do plot wise. Goku can always be way stronger but the plot basically excludes anyone who isn't somewhat relevant to Goku's current PL.
