1.) Lucci used Haki at the beginning.
2.) In order to clash with Zoro's hardened swords and his ryuo, invisible Haki is the least Lucci could have used.
3.) Even before this chapter Zoro told Lucci he shouldn't talk like he's in control of the entire battle. It indicates that Zoro STILL believes Lucci doesn't hold a candle to him.
4.) His shugan madara was effortlessly dodged and Zoro one shot him at the same time. There was no incompetence on Lucci's part; only pure inferiority when it comes to the two combantants.

He has Doffy > Mihawk thread as well.
He will do anything in his vicinity to destroy zoro and Mihawk.

You don't realise that nothing matters because Lucci was simply statued. How would Tekkai save his ass if Zoro was too fast for him?
Also, geppou only makes up for movement speed; Lucci used a technique variant which is one of his fastest attack speed wise and Zoro still dodged that while catching his sword mid-air.
