In-between chapters continuity has been all over the map. He set up Luffy+Sanji vs at least Kiz, if not a 2v2 with Saturn, then next chapter starts otherwise, with Sanji gone.

If LOda was more receptive to feedback from his editors, and if his editors weren't a bunch of simpering, bootlicking crybabies, we wouldn't have so many inconsistencies with pacing and scene transitions. I think even Toriyama had to acknowledge Oda's issues with taking suggestions.
