World's Highest Authority is not a individual strength title like WSC, WSM and WSS.

No reason for Mihawk/WB's title to be held to some higher merit than the gorosei's. They're both being said in a title box by Oda, there's no reason those "strength" titles should be treated differently outside of headcanon.

In the beast pirates, the all stars and the tobi roppo were all ancient zoans, while Kaido was a mythical zoan.

Similarly, all of the gorosei are mythical zoans. I believe that the holy knights will also be mythical zoans, with Imu having a special DF.

I think Imu will be a special mythical zoan, like Nika. Where rather than being based off an actual myth, Imu’s zoan is based off a demon within the One Piece Lore that Oda invented.

With each passing chapter i'm convinced that gorosei are demons instead of DF users
