The thing is, is Oda introduced the Gorosei with these "Forms" but did not classify them as Devil Fruits. If they were just Mythical Zoans, he would have said so. There is something suspicious going on with their forms.

The Gorosei's titles are "World's highest authority", just like Mihawk's title is the strongest swordsman or Whitebeard's title is the world's strongest man (BTW, do you have Oldbeard over Mihawk). But it's revealed Imu is a higher authority than the gorosei. So, titles don't apply to secrets like Imu. Or Oda would've stopped calling the gorosei the highest authority in the world.

Blackbeard will be considered the next WSM, as he's literally been setup to surpass Whitebeard.

Mihawk will only ever hold the WSS title.
