I would not say as it is true for all the case.

The simple is people forget their history, then rewrote history by little.

Another example is flood myth . Literally every human history has flood myth like Noah flood. As they experience huge flood event with different version.
Like 9/11 event happen with different version of stories.

Government allow stories to exist to fit their narrative.
