The fact that Oda is so strongly doubling down on the idea that the 21 kingdoms were not necessarily evil and that the moral justifications behind the war were not as clear cut is pretty interesting. After clearly portraying the current WG as an oppressive and cruel regime time and time again I wonder how he is gonna handle this. Maybe Imu specifically (as the sole living member of the alliance's founders) is the one who set the organization on an outright evil path? We do have precedent of internal tension and disagreements within the group after all with Lili and the Nefertari line....

This would also imply that there might have been legitimate reasons to oppose Joyboy and the ancient kingdom who also seemingly were the ones who invented the ancient weapons (dunno how that works with Poseidon though). All in all intriguing stuff that I hope Oda can write in a satisfying way.

The fact that Vegapunk said it's unclear which ideals are good or bad back then indicates that the WG wasn't really that evil and corrupted 900 years ago. They definitely had a reason to start this great war. Maybe there's more to that.
World Government Ideal: Power should be held by a small group of people.

Ancient Kingdom Ideal: Everyone should be free to have power.

The World Government believes power should be limited to a small group of people (Kings) while Joy Boy believes power should be shared freely.

Vegapunk wants to use the Mother Flame to give the world a free energy resource to stop wars.

The Gorosei want to use the Mother Flame to establish control over everyone to stop wars.

Control vs Freedom.

Look at the Reverie, which is more or less a giant party for the World Government, and how the Straw Hats throw a banquet in Wano; the Reverie is all about those who control the world, Wano's celebration had Momo feeding people for free after all the starvation and pain Kaido created.

Vegapunk gave Bonney the ability to "free" the Kuma Pacifistas, by giving them orders to keep them from doing what they wouldn't want to.

Even thought Bonney is controlling them, Bonney is LIBERATING the Pacifista by doing so, as she's giving them the ability to do what Kuma always wanted: protect.

The World Government uses the Pacifista as violent slave war machines.

Look at how Imu treats the Celestial Dragons, like Charlos: like spoiled, coddled brats, who are protected no matter what crimes they commit by the Marine Admirals.

Also the reason why they might not using the Ancient Weapon ( its gotta be Uranus ) is when they used it, the destruction raise the sea levels and making sum deadly earthquake so much more than Mother Flame that someone might notice it wasn't a disaster but man made ( especially when there is people who survived )
Mind u that Mother Flame when used once only cause Earthquake and sea level rise only about 1 meter ( welp sum country got flooded but still )
Mother flame is the fuel to the weapon pretty sure that was mentioned before

To be able to use uranus whenever they want they need fuel either eternal flame or the lesser replica of it - mother flame

I would be loving this moral ambiguity a lot more if LOda hadn't invented the Celestial Dragons and made them so cartoonishly evil and given them semi-annual genocide contests.
