Not really Luffy's style, doesn't sound realistic at all, at worst the bulk of them could be thrown into Impel Down
Cooperation with evil is had in kind and quality, and so it should go as this;
1 faction must die (Garling, Elders, those with highest authority and complete formal & material cooperation)
1 faction must be sent to Impel Down (the cattle with less authority, influence and more possibility for contrition within a confined setting, such as a prison, where for once they can experience commoner life; in essence those with complete material cooperation but possibly lacking formal cooperation)
1 faction will be redeemed (those with least influence, full material but little to no formal cooperation, this being children, possibly some mothers, fathers who disagree with the CD lifestyle and desire change but lack the means)
That final third Ryokugyu would be justified in defending, the other 2 killing and/or imprisoning
But certainly as pertains to circumstance, even good Celestial Dragons may not deserve death but lesser punishments, or possibly none at all for ones such as children or adult Nobles who don't formally intend to do evil, but materially physically can't avoid cooperating with it in some situation or other
